Data from CCTV showed that the National Development and Reform Commission and the National Energy Administration released the Medium- and Long-term Plan for Development of the Hydrogen Energy Industry (2021-2035) on March 23, which put forward essential measures to promote the high-quality development of hydrogen energy industry and the realization of goals at various stages.


According to the Plan, by 2025, core technologies and manufacturing processes of the hydrogen energy industry should be mastered, the inventory of fuel cell-powered vehicles should reach about 50,000, a number of hydrogen stations should be deployed, the volume of hydrogen produced from renewable energy should reach 0.1-0.2 million tons/year, and carbon dioxide emissions should be reduced by 1-2 million tons/year. By 2030, a relatively complete hydrogen industry technology innovation system, clean energy hydrogen production and supply system shall be set up, giving strong support to the realization of the goal of emission peak. By 2035, diversified applications of hydrogen energy shall be realized, and the proportion of hydrogen produced from renewable energy in end-use energy consumption shall increase significantly.

In order to achieve these goals, the Plan proposes important measures to promote the high-quality development of the hydrogen energy industry: First, we will build an innovative system for the hydrogen energy industry. Focusing on key fields and links, we will strive to build an industrial innovation support platform, continuously enhance core technical capabilities, and promote the establishment of professional talent teams. Second, we will coordinate the construction of hydrogen energy infrastructure. We will Deploy hydrogen production facilities according to local conditions, and steadily build storage and transportation systems and hydrogen refueling networks. Third, we will promote the diversified application of hydrogen energy orderly in transportation, industry and other fields, and explore a commercial development path. Fourth, we will establish and improve the hydrogen energy policy and institutional guarantee system, improve the hydrogen energy industry standards, and strengthen the safety supervision of the whole chain.
